His Story
Two Decades of Real-World Experience
Scott Fischer entered the care navigation industry over 20 years ago — not as a consultant or trainer, but as an operator. He founded Options for Senior Living in 2003 in Arizona, learning through every placement, every family crisis, and every community relationship forged one at a time.
By the time most people in this industry were still learning the basics, Scott had already completed thousands of placements and developed a repeatable, ethical system for matching seniors with the right communities. His agency became one of the most trusted in Arizona — not through marketing, but through results.
But Scott saw a problem. The industry was full of people who wanted to help families — but had no roadmap. No training. No standards. No community. A true industry pioneer, he co-founded PASRS in 2010 locally and the NPRA in 2017 nationally — giving the care navigation profession an identity, a code of ethics, and a path to certification.
Today, Scott continues to run Options for Senior Living while personally training care navigation professionals nationwide. He speaks at senior living conferences including the CSA National Conference, the National Guardians Association, and the Arizona Fiduciaries Association. He hosts a growing podcast and mentors the next wave of care navigators through Senior Navigator Academy. His legacy isn't a title — it's 4,500+ families placed with dignity, and an industry transformed.

Scott launched Options for Senior Living, his care navigation agency in Arizona, beginning a journey that would span over two decades of active, hands-on placements — serving more than 4,500 families across Maricopa, Pinal, Gila, and Yavapai Counties.
Co-Founded PASRS
Scott co-founded the Professional Association of Senior Referral Specialists (PASRS), a local Phoenix-area organization establishing professional standards and community among care navigators.
Co-Founded the NPRA
Scott co-founded the National Placement & Referral Alliance (NPRA), the only national body dedicated to professionalizing and protecting the care navigation industry — establishing best practices, certification, and a code of ethics.

Building on his two decades of experience, Scott launched Senior Resource Connectors to expand his mission of connecting families with the right senior living solutions.

After training agents informally for years, Scott formalized his curriculum into the nation's most comprehensive care navigation training program — SNA — to equip a new generation of professionals with everything they need to launch and grow.
The Program
Senior Navigator Academy
Personally assisted thousands of families in selecting the right care solution for their loved ones. Along the way, he also helped lead the effort to professionalize the care navigation industry. As a co-founder and former president of the Professional Association of Senior Referral Specialists (PASRS) and a founding board member of the National Placement and Referral Alliance (NPRA), Scott helped develop national best practices, ethical standards, and the first industry-specific certification program.
Senior Navigator Academy was created to pass on that knowledge. This program is designed to teach individuals how to launch and grow an ethical, successful care navigation company—without the financial burden or restrictions of a franchise model.
The goal is simple: Equip people with the knowledge, tools, and ethical foundation necessary to build meaningful businesses that serve families with integrity.
Students in this program will learn how to:
- Understand the senior living landscape
- Work with families during times of crisis and transition
- Build trusted referral relationships within their communities
- Develop a sustainable and profitable care navigation business
